In 1986, Dois Rosser was a successful businessman, loving husband and father, with a deep love for God that led him to a men’s Bible study where he met Dick Woodward, a local pastor with a way to share the gospel that Dois had never experienced before.  

The way Dick explained the Bible through lessons that would eventually be recorded and become the Mini-Bible College stirred Dois’s heart, and he knew he had to share them with more people. God was at work. Dick always said, “The whole Word for the whole world,” but he didn’t know how to get there. Dois and his international connections were God’s answer. 

Before long, Dois found himself in India, meeting with pastors, working to translate the Mini-Bible College into Hindi. In their conversations it became clear that discipleship wasn’t the only problem these indigenous pastors faced. They needed a safe place to worship—four walls, a roof, a church building.  

Dois asked them what it would take to build them one. When he learned it would cost about the same as a used car he wrote them a check, and the first church was funded. It was a fishes-and-loaves moment—a small gift that God would multiply again and again in the decades to come. God fueled the fire in Dois and ICM’s vision was born. A healthy church within walking distance of everyone in the world. ICM’s first church still stands and serves thousands of people today. 

ICM was started in one of the car dealership buildings Dois owned and operated. Janice Allen, his daughter and current CEO of ICM, remembers watching the pictures of Plymouths and Chryslers around the office get replaced with pictures of finished churches in Vietnam, Cambodia, and beyond. Soon they were hiring more help and needed a space dedicated to the ministry. In 1995, Dois bought a little office building in Hampton and ICM’s home office hasn’t stopped growing since. 

In 2022, God opened the door for ICM’s third move, into the building it occupies today. The Rosser Center for Global Church Development has given ICM the capacity to grow, positioning the ministry to reach even further. Now, in 2026, ICM is celebrating forty years of ministry, continuing the legacy of Dois’s work under Janice Allen’s leadership. 

That expanded reach can be seen in places like Togo, where a congregation is now worshipping in a brand-new church building dedicated just this year. Forty years after Dois funded that first church, the same vision continues to become reality in communities around the world.  

The church was founded in 2001 with little more than a piece of land and a large tree that provided little shade. Eventually they were able to construct a makeshift shelter with a metal sheet roof. One hundred and five people jammed into a tight space that wasn’t impervious to the weather. 

Now, after 25 years of prayer, they worship in a building with four solid walls and a strong roof. No need to worry about the rain or the heat stopping Sunday service anymore. All because of faith and trust. 

Dois had faith in God’s plan, and today, donors continue to trust ICM to steward their investments to further God’s Kingdom. That trust creates more than a building—a place to teach children, feed the hungry, care for the sick, and serve an entire community. 

And the story in Togo is just one of thousands. Over forty years of ministry, more than 14,000 congregations now have a church to worship in and serve their community through. Twenty-eight million people reached with discipleship materials that are changing hearts. One hundred and eleven countries where churches have been built. Countless underground churches that now have access to Foundations so they can hear the Gospel for the first time. 

As technology has advanced, so has ICM’s reach. Solar-powered audio players, SD cards, and small wifi towers now carry Foundations into villages with no electricity or internet, while a mobile app and animated videos bring the same lessons online. The delivery keeps changing; the whole Word for the whole world does not. 

The partnership of Dois Rosser’s vision and Dick Woodward’s teaching created a ministry model that has now impacted millions of believers worldwide. 

Dois provided the vision to develop churches. 

Dick provided the biblical curriculum to disciple believers. 

Together, their legacy continues through ICM’s mission. 

ICM stands as a testimony to God’s faithfulness, having grown from a simple 1986 vision into a global movement of church development and discipleship touching more than one hundred nations around the world. 

In forty years God has done more than Dois or Dick could have ever imagined. We know that God will continue to do beyond what we could dream or imagine in the next forty.  

Until there is a church within walking distance of everyone in the world.
